Health Facility Assessments
In 2015, we supported the Ministry of Health (MoH) to conduct the Nepal Health Facility Survey (NHFS). The survey was designed to provide information on the availability, readiness and quality of health care services in Nepal. The survey looked at areas of child health, maternal and newborn care, family planning, sexually transmitted infections, HIV and AIDS, tuberculosis, malaria, and information management.
We contracted and supported a local research firm to collect the data for the survey. Our advisors were actively involved in the whole process from conceptualisation, supporting data collection, designing and sampling tools, analysis, report writing and dissemination. We also conducted quality assurance and regular monitoring of all the technical aspects of the survey.
Findings from this survey enabled monitoring of the Nepal Health Sector Programme (NHSP) and provided evidence to inform strategic and policy level decisions and plans including the design of NHSP-3.
We are also building the capacity of the Ministry of Health in technical and managerial aspects of survey design and implementation, so that they have greater expertise in implementing surveys in the future.
- With our assistance 20 data collection teams were trained and successfully surveyed 963 facilities.
- The NHFS 2015 brought together surveys and data from different sources and enabled the MoH and health development partners to harmonise information and reduce costs.
- The NHFS 2015 provides a baseline for Nepal Health Sector Strategy 2015-20. The MoH plans to conduct the NHFS every five years, with a mini-survey in between.
- The MoH is better equipped with technical and managerial skills to design and implement future surveys.
